You mean, like IBM did for VM/SP and DOS/VSE 25 years ago? It's likely that some people in MVS development wanted to support FBA in MVS, but they lost and I'd really would like to know why the "contras" won.

The 25 year-old FBA support of which you speak has been carried forward to the latest z/VM and z/VSE releases and provides the basis for those operating systems to natively support SCSI FCP devices. (That's really cool!) z/OS should have similar support.
