Linda, that is something local to your environment.  A "dummy"  STORCLAS.

Typically the STORCLAS ACS routine has something like this (perhaps
along with a check for specific userids allowed to use it) and then just
exits out of the routine so the data set specified is not SMS managed. 

I have seen that name used often, but I've seen many others also.
SCNONSMS, NULL, NOSMS, etc.
