We have a winner! I was able to successfully add the external tape to the manual tape library. This also added it to RMM. I was then able to change the status of the tape within RMM to a master tape and can now access the tape successfully.
Thanks, Radoslaw, for your suggestion. I must be too close to the problem. I was trying to figure out how to force the system to use a non-SMS tape in an SMS library instead of just making the tape SMS managed. Thanks everybody else for your suggestions.
