You can start OAM with the command: S OAM

HOWEVER - OAM must be defined as a subsystem in the IEFSSNnn member of
PARMLIB before you can do it. So, most likely, you need up update
IEFSSNnn (and possibly create an IGDSMSnn PARMLIB member), then IPL.

Another possibility is the SETSSI command:

SETSSI ADD,SUB=OAM,I=IGDSSIIN,P='ID=??'

Where ID=?? specifies the IGDSMS?? member of PARMLIB. SMS doesn't seems
to support the SETSSI command.
