zos ftp client has in SYSFTPD a parameter SBDATACONN that allow conversion from EBCDIC to ASCII i.e. "SBDATACONN (IBM-1047,IBM-850) ; ebcdic/ascii code sets for data conn. " If not specified you can invoke it using "locsite SBD=(IBM-1047,IBM-850)"
To convert data you need directly or indirectly a copybook and ftp, in this case, can't help you. IMO a simply way to convert PD and BI data is using sort statement.
