big part of the issue was alternative implementations for multi-track
search used in vtocs and pds directories. misc. multi-track search

i was told that even when i provided them fully integrated and tested
fba-support for mvs ... it would still cost $26m to ship the code
(documentation training, ????, etc). part of the issue was that at the
time, they thot they were selling disk as fast as they could. it was
difficult to demonstrate incremental revenue for fba-support ...
since it appeared to just move ckd revenue to fba revenue. the other
arguments used at the time have only become more apparent with the
passing of years.

fba support was relatively simple for vm/cms ... since all of vm's
kernel disk access & paging stuff ... and all the cms filesystem stuff
... had essentially been logical fba since their origin in the
mid-60s.
