As I understand it, the -new- (z/OS V1.13) IEBCOPY is AC(0) in SYS1.LINKLIB, 
and is usable by both authorized and unauthorized applications.

The -old- (z/OS V1.12) IEBCOPY is renamed to IEBCOPYO and is still AC(1) in 
SYS1.LINKLIB.
