Obviously, the appropriate Mail is not sent.
A trawl through Messages and Codes does not yield much.
Has anyone come across the abovementioned before?
It looks to me as though your user is trying to run the sendmail daemon,
when probably what he wants to do is just send a piece of mail.
Check what that REXX exec actually specifies in the parms to BPXBATCH;
he probably has something wrong there.
If he really is trying to run the daemon, and you want him to do so,
then review the sendmail documentation provided by the z/OS
Communications Server and give him the proper authority to do so.
