I've already said more than I know about ACF2, but from the various
responses in this thread so far it seems the equivalent "advice" for a
RACF shop would be to have ZERO users with the System SPECIAL attribute.

Based on my experience with RACF, I would say that removing the SPECIAL
attribute from all users would be a severe career-limiting move. Quite
likely a career-ending move.
Certainly it's reasonable and appropriate to limit the users of the
SPECIAL, and perhaps AUDITOR, attributes but to eliminate them
completely would, IMHO, be suicidal.
