Appears to agree with you. If you order Perl you automatically get Ported
Tools,
but not vice-versa.
(And David A. attributed to me a statement where I was merely quoting Shmuel.
But I have heard for many years that Perl for z/OS was stalled because of the
EBCDIC-Unicode fork.)
