First, check what the attributes should be. If there is a backup of the file, I would download it and compare the LRECL BLKSIZE DSORG RECFM and DIR Blks. Typically this type of error happens when someone uses a process like IEBGENER to add a member but changes the dcb attributes. Or they use IEBGENER and forget the member and write over the directory at the beginning of the PDS.
