My first guess is that a very high priority task (JES2, perhaps) is running flat out causing heavy degradation which could be perceived as a 'hang' condition.
I seem to recall that a mass job submission could do this. Another possibility is a full pack backup on a system volume. Another possibility is an abend in some large address space. Dump services may be freezing the environment briefly to gather information. If you are pushing your box pretty hard, then it might not take much of a blip to snowball into something noticeable, and it might take a few minutes for the box to catch up.
