IEFUJV can do everything, and the TSO submit exit would not be necessary. Duplicating the code in the TSO submit exit is a way of being nice to the users and letting them know at submit time that there is a problem with the way they coded their job card. Otherwise, it can be much later for a number of reasons before the job is failed by UJV.
