NJE on z/OS to RSCS on z/VM then off to the CMS user should work. Look at the 
/*ROUTE PRINT control statement. I vaguely remember doing this in the past. Or, 
z/OS ftp can send a SPOOL report from z/OS to a CMS reader, if you have it set 
up properly. Or put the report in a dataset and do an XMIT on z/OS to a CMS 
user via a virtual punch (but this is more complicated to have z/OS do the 
equivalent of a CP CLOSE PUN command since z/OS does not have the nice z/VM 
interfaces built in like z/VSE does).
