This was changed years ago. A real tape dataset which is never OPENed
is not actually created on the tape, so at step end it gets deleted.
IBM changed TMM so that a tape dataset redirected to disk which is never
OPENed gets deleted at step end. If you open the dataset, it gets
cataloged, of course. If you remove the UNIT=, then it is no longer a
TMM dataset and it get handled like a disk dataset (cataloged even if
not OPENed).

changed Allocation to process new, unopened SMS DASD
requests that were redirected from TAPE in a manner like new,
unopened tape datasets (i.e., unopened passed datasets will be
deleted at the end of the job and unopened non-passed datasets
will be deleted at the end of the step).
