IBMTCP-L is a mailing list; bama.ua.edu will pass a signon request to
the proper server if it doesn't host it. There is a mail-to-news
gateway from IBMTCP-L to bit.listserv.ibmtcp-l, but, AFAIK, no news to
mail gateway, so post to the list rather than to the news group.
