That means in the LNKLST or STEPLIB/JOBLIB DD statement. Another possibility is to COPY the SETENV and PUTENV routines into a library which is already on the LNKLST. Personally, I'd put SCEELKED on the LNKLST in this case. Or compile the routine NODYNAM so that they are statically linked into the program object/load module.
