What is "it"? Without an attribution line and enough quoted text to
provide context, the reader is left to guess. Even a bare In-Reply-To
header field would have been better than nothing.
Assuming that you are referring to BLKSIZE for utility files, I would
assume that IBM put it in either because they didn't have a DCBEXIT
routine to set a reasonable default for the block size or to force a
value suitable for small regions (partitions for MFT).
