Which is plainly a misdesign.  ++DELETE should remove the load
module and its meta-data from the target zone but leave in the
distribution zone at least sufficient meta-data to rebuild the load
module.  Then to RESTORE the PTF to the ACCEPTed level would
reinstate the load module.
