In what sense of "owns"? To me (in my Security Administor hat), a dataset is 
"owned", in the RACF sense, by the RACF id which "owns" the RACF dataset 
profile which controls access to the dataset. In another sense, the "owner" is 
the "creator" of the dataset. This latter is generally not logged other than in 
an SMF record at the time of creation.
