Especially if you have a large system (dozens to hundreds of concurrent ISPF users) and share it from multiple LPAR. Every time someone hits enter in ISPF or issues other commands the library will be searched. If you must use a STEPLIB in your logon proc, you should at least add it to LLA with the FREEZE option and train the people who maintain the library that an LLA update is needed when they make changes.
