That +X'80000000' is not needed (and can cause problems) since F'-1'
has set the high bit already - F'-1" = X'FFFFFFFF'. I think that it
has been determined that if you want RMODE ANY, the exit addresses
need to have the +X'80000000' added (or go with RMODE 24).
