There is some information on this in TD103077. It is not clear from what is said there but it implies that the TIMEZ setting is saved across CF LPAR activation. So in answer to your questions: Q1. Someone issued TIMEZ 01:00 West Q2. I think you have to issue the TIMEZ command Q3.
