Two thoughts. 1)You can GENER the production RACF databases to  test. Keep 
the sync jobs batch so you can rerun when you get ready to  migrate. 2)Can 
share 
the RACF databases if you've got GRS
communicating.
 
Walt's group maintains several tools for RACF maint and syncing at:

They work and are good tutorials on what you're dealing  with.
