Some of you may well find his discussion of the distinction between the insertion (or, in principle, removal) of a leap second 1) by steering, which accomplishes the insertion|removal incrementally over a period of about 7 hours, or 2) by spinning on a lock for a full second, which does it in one gulp, helpful.
