Excellent post. I might add that on operational systems that are smallish (<10G each LPAR) I have *NEVER* been able to get the storage to successfully go offline (testing on zSeries hardware). Even on my sandpit - IPL, config it on, do some displays, config it off. Nothing. Waited all day on one occation. Note, no users - not even TSO. IRD not active on the CEC YMMV ...
