Note from what I see. You need a null line between the header and the
body. The CONTENT-TRANSFER-ENCODING: should occur both in the header
and in the body of the attachment. Further, your envelope does not
support CONTENT-TRANSFER-ENCODING: BINARY.
You must use EHLO rather than HELO and the receiving mail server must
indicate that it supports BINARY. Otherwise, you need to use BASE64
encoding and to so indicate in your CTE.
Either way, you need to ensure that you only transmit the PDF data;
don't send a BDW or RDW.
