Chris, what application are you using as the "IP printer driver" on the mainframe? VPS, CA-Spool, or what else? I have used VPS and am currently using CA-Spool as my IP print driver application. To turn on job separator pages only for selected jobs, but not for others, on the same printer ... that gets tricky. If it can be solved at all, you'll probably have to sweet talk your systems programmer into coding up some exit routines.
