I tried using IEHINITT. It completed with RC0 but the job abended with:
IOS000I 0D03,1E,IOE,02,0600,,**,,N640HE67 004910D050205451 2402FF30C0003A9F C5F1F0F0F0F20290 41042300A3521210 UNSUPPORTED FORMAT
You contradicted yourself. You said it "completed with RC0" but it "abended". Which is it?

The IOS000I message indicates an I/O error but doesn't necessarily mean a failure. IEHINITT probably tries to read the tape before writing to it, and can't read the 3590E format. If it ended with RC0 and the IEHINITT message imply it worked, it worked.
