I tried using IEHINITT. It completed with RC0 but the job abended with:

UNSUPPORTED FORMAT
You contradicted yourself. You said it "completed with RC0" but it
"abended". Which is it?
The IOS000I message indicates an I/O error but doesn't necessarily mean
a failure. IEHINITT probably tries to read the tape before writing to
it, and can't read the 3590E format. If it ended with RC0 and the
IEHINITT message imply it worked, it worked.
