Please note also that unless you are using the SYSLIB MIGLIB statement of
an IPL-time PROGxx it is impossible to create a LNKLST set that does not
have SYS1.MIGLIB in it (analogously true for SYS1.CSSLIB and SYS1.LINKLIB).

So without an IPL-time SYSLIB MIGLIB statement, a command such as
SETPROG LNKLST,DELETE,NAME=LNKLST01,DSN=SYS1.MIGLIB

would be rejected with
CSV513I DATA SET SYS1.MIGLIB
WAS NOT DELETED FROM LNKLST SET LNKLST01.
CANNOT DELETE SYSTEM DATA SET
