There is a *de facto* "National ID card" known as the "Social Security"
card, which states on its face, "Not for identification".
There is also the passport, but possession of a passport is far less
"mandatory" than possession of a "Social Security" card. Indeed, some
holders of "Social Security" cards are not eligible to hold passports.
It's easy enough to impute ill intent based on the formulation of the
queries posted....
