I have had this problem, but I solved it by ensuring that all ServerPac
data sets (HLQ=CPAC) are catalogued in the master catalog.  I have no
problem with "system upgrade" when I do this.  If you wish, you can rename
and/or move these data sets after completing the install, including moving
them to a user catalog.
