IDENTIFY creates a CDE.

IDENTIFY RC=4 more or less indicates that an existing minor CDE was found
that matches the input name.
IDENTIFY RC=8 indicates that an existing major CDE was found that matches
the input name

When IDENTIFY creates a CDE, the new CDE usually is a minor CDE and is
enqueued either on the caller's JPA queue or the active LPA queue.  However
if the CDE is identified from a module that resides in the PLPA and the
caller is authorized, or resides in the LPA and the caller is not
authorized, a stand-alone major CDE is built and enqueued on the active LPA
or the JPA queue respectively. In the latter case, therefore, a subsequent
IDENTIFY for the same name would get RC=8.
