I feel sure this has been discussed before, but I could not come up with
a suitable search argument for the archives. Right now, the only
alternative seems to be job classes.

How about $T INTRDR,SYSAFF=[member-name of your z/OS.e system]
After that, any batch jobs submitted on the system where you issued that
command will run by default on member-name, but can be overridden by
SYSAFF= in the JCL if needed.
