AFAIK VIO is required only if you have JCL using UNIT=VIO (or some
other UNIT= which equates to VIO devices). At one time some IBM
supplied PROCs (compiler PROCs and such) used UNIT=VIO for temp
datasets so scan your PROCLIBs. There still may be user JCL in
private JCL libraries with UNIT=VIO.

approximately 10 years ago I was doing a "gen" so I asked the group
if there were any problems /issues with the "gen". One of the
sysprogs went to management and complained about the 8 UCB's I had
wasted to define VIO. I indicated it wasn't anything to be concerned
about. He went to management and they asked me to explain why I was
wasting all that storage, sigh. It took me an hour or so to write up
a few paragraphs (in non technical terms) why VIO should be included
and how much memory it cost. They let it go through but I had a
feeling that they watched every move I did like a hawk after that.
