No. PC CPU speed is almost irrelevant.
The difference comes from the way the service is done. Previously (on
OS/2) it was kind of remote desktop technique - you could see moving
mouse cursor, etc. It was bandwith consuming, the difference between
10BaseT and 100BaseT (remoted access to HMC desktop) was significant.
Now it's kind of web pages - different way of serving the screens. BTW:
even local application is web based.
