Just use the new one and put the required libraries in the PROGxx member and 
the LNKLSTxx area also.
The new and the old will use the newer versions with no problems at all.

It's been years since I was that heavily involved, but (IIRC) you should be 
able to use the newest SVC for all instances of a supported CICS release.

In other words, use the 3.1 SVC for 1.3, but only until the best before date 
(April 30, 2006).

Also, you would get better answers on the CICS-L.
