Big silly old you.  According to the article, "the tech industry has come up 
with solutions ranging from more energy-efficient Xeon processors to liquid 
cooling of high-end server systems."

Much more efficient and less complex than your proposed solution, at least as 
long as you ignore reality.

OTOH, I can see where the guys at Google are really going to have a challenge 
on their hands.

solution has been around for at least 10 years, in fact, and it has 
something to do with CMOS, IBM, and three levels of virtualization,
