There is only one MAJOR DESIGN problem IMO with the current implementation of RESTORE - It wants to remove too much as opposed to acting as a way of just removing the designated SYSMOD (ie: Restoring the system to the state it would have been in if the SYSMOD had never been APPLY'ed)

Not to mention that if you've RECEIVEd maintenance or HOLDDATA between the APPLY and the RESTORE, you may find it difficult (or nearly impossible) to get your system back to the state just before APPLYing the SYSMOD you want to RESTORE. Re-APPLYing the rest of the backed-off maintenance may bring in new SUPs or PE fixes.
