My thanks to both Mike Wood and Russ Witt for their help. As amazed as I
am, the "distributed" people had the "fix". No, it was not their fault,
it was just one that they had already been hit with. The 3584 has a
"virtual I/O CAP" function. Apparently there is a bug in the microcode
that if the size is too small, the 3584 never empties the "virtual CAP"
station. All other tapes tend to "queue up" behind the ones that should
have been presented to z/OS and get "stuck". Increasing the size of the
"virtual CAP" caused all the "queued up" volumes to come streaming out.

So it appears this was a very weird hardware error.
