network connection side (my network people tell me they have to match as
there is no re-broadcast of mode/speed).

My first question is:
Can I do this on the fly without affecting already established TCPIP
connections that are going through the OSA port?
And, two, will the change take effect upon activation (from the
Advanced OSA Facility on the HMC) or will I have to reset the ports on
the OSA card to get them to re-negotiate their speed/mode?

Umm, I not sure but I was under the impression that you can't hard code a fixed speed for 1000 mbit. I beleive that for gigabit ethernet the standard required auto speed detect and auto duplex negotation. If you got 100 mbit/full duplex, then I would verify the cable specs (must be cat5e or cat6) and length of the cable.

Recently I connected OSA ports to cheap D-Link 1000Mbps switch. 3 ports got 1000, fourth 100. It was OSC ICC port. Due to recabling I reconnected the ports - all got 1000. All cables are 5 m long, I used the same cables in both cases.

BTW: The problem can be unrelated to auto-negotiation. When I used OSA/SF (Java version) I noticed that card speed radio-button "magically" switched from Auto to 100Mbps position. I 100% I didn't switch it, I noticed it several times.
