We offload the spool to a data set every night (then dump it to tape).   Our
data set looks like this:
Data Set Name . . . : SYS3.JES2.OFFLOAD 
Volume serial . . . : SMF100 
Device type . . . . : 3390   
Organization  . . . : PS     
Record format . . . : U      
Record length . . . : 0      
Block size  . . . . : 4042   

We have it allocated with 30000 tracks (on a 3390 volume), no secondaries.  

According to the z/OS V1R4.0 JES2 Initialization and Tuning Guide: 
"If you pre-allocate a spool offload data set, JES2 always uses the
following data set attributes:" 
"Undefined record format (RECFM=U)"
"4042-byte block size (BLKSIZE=4042)."
"If you specify different values for these attributes, JES2 ignores them."
