OTOH - IBM's hands are not 100% clean when it comes to observing reserved SVC Numbers Rules. I seem to remember that while they reserve SVCs 200 (or is it 201) to 255 for Users, they have a few defined ABEND Codes (SXYY) where the YY is in the USER SVC Code Range and thus can cause confusion if USER SVC YY tries to use the same SXYY code as IBM has taken for itself.
