The original question was how to limit use of the COBOL *compiler* to a
specific system image.

That's a different issue entirely.  The Binder (linkage editor) does not
need access to the *compiler* library.  Remember, too, that for *currently
supported* versions of COBOL, the "coblib" no longer exists.
