This was answered here a couple years ago for PDSE:

   The I (Init) option of STOW resets a PDSE to an empty status, but for some
   reason, it does not work when the PDSE is allocated with DISP=SHR.

IIRC, the thread devolved to state that I has been retrofitted to old-fashioned
PDS.
