It means exactly what you quoted; a single step started task that is
exempt from timing (i.e. the same as if you had coded TIME=1440) and it
is automatically placed in SYSSTC regardless of the WLM classification
rules. 

It means no more and no less. There are no other "sinister" effects.
Goal mode is required these days and SYSSTC is the default for started
tasks anyway. 

You can get the same effect by coding TIME=1440 and either leaving the
default class assignment as it is, or writing a new classification rule
to direct the address space to SYSSTC. It would be a very bad idea (in
general) to put a system task into another lesser service class - the
results may be a great deal less than satisfactory.

If you wanted to use ARMWRAP to accomplish ARM-enablement of an
otherwise unarmed server space it would probably even be a good idea to
do exactly that. Otherwise its generally best to leave that dog asleep.
