Yes that is true.
Unfortunately, the SMS DATACLAS allocations are being ignored due to some
function thinking it has a better idea and passing the excessively large
primary and secondary allocations to SMS (which of course SMS honors). Back
to my question, specifically where do I get to specify the primary and
secondary space allocations for that dump?

This part is well documented. Issue:
DD ADD,SMS=(DATA=dataclas,STOR=storclas,MGMT=mgmtclas)
to set the SMS classes that control dump data set size, placement, and
management.
