Sounds like you are close to CPU saturated - and upgrades always add
overhead.
Let's say ... (picks number out of air ...) 3, maybe up to 5%.

What do your SLAs say - and what are your goals ???. It's easy for "loved
ones" to over-achieve (and for people to get used to this) when there is
(even a little) spare horsepower. When there is contention, you find the
goals get enforced more tightly.
If you are now starting to miss goals, finding out why would be a good place
to start.

Basically it's a matter of legwork with the RMF reports - and checking WLM
definitions to make sure it really says what your SLAs are.

There are even people out there that offer to do this for you for a fee - I
wouldn't be surprised if you hear from some of them ... :o)
