You run OAM for 3494 library support, in this case you don't need DB2.
OAM has also another purpose: support for Objects (that's why it is called Object Access Method). This purpose does require DB2, AFAIK. What is misleading is message during OAM startup. I also agree, manuals does not clear it as well. BTW: I can't imagine WHY they decided to put those (very different IMHO) functionalities into one started task.
Probably a lot of sites use 3494, but much less use objects.
