You're right - I shot from the hip on that one.  As somebody else posted
along these lines - that's what I get for trying to think on a Friday...

Four-byte console IDs were introduced back in MVS/ESA V4. One byte 
console IDs are still with us in z/OS 1.7. JBB7727 provides console 
availability enhancements to z/OS V1R4. Ever had a system crash due to a

lack of console buffers? Not with JBB7727 installed!
